Code to the Advisory Committee on

Education in the Colonies, I would

invite your attention to the

memorandum enclosed in Lord Swinton's

Circular (2) despatch of the 26th ๆ

September, 1933. You will observe

that that memorandum definitely

recommends that grants in aid to
